GOAL: The goal of the evaluation was to conduct an external evaluation of the implementation of project indicators, expected results, and operational performance, and to develop recommendations for relevant parties to ensure the implementation of the Labor Law.
MAIN FINDINGS: The results of this study showed that all the activities carried out within the framework of the project had a certain impact on the improvement of the conditions of the assistant herders. For example, before the implementation of the project, only 52.6 percent of the assistant herders surveyed were able to receive health services on time, but after the implementation of the project, this figure increased to 88.3 percent. Although the above and other indicators indicate that the project has been successfully implemented, on the other hand, the results of the study indicate that formal employment contracts between the main and assistant herdsmen are still insufficient. Therefore, we concluded that it was important to continue the activities carried out as part of the project to a national level and disseminate the labor contract model with assistant herders. The evaluation team provided relevant conclusions and recommendations to the client based on all research data.
