GOAL: To evaluate the implementation of the "National Program on Combating Illegal Circulation of Narcotic Drugs and Psychoactive Substances" using the methodology approved by the Law on Development Policy Planning and Appendix 7.8 of Government Resolution No. 374 of 2020, and to develop suggestions and recommendations to be considered for the implementation of this type of program in the future.
MAIN FINDINGS: The national program to combat the illegal circulation of narcotic drugs and psychoactive substances was implemented in 2017-2021 within the framework of 5 main goals. As part of the evaluation, in addition to individually evaluating the results of each activity, an evaluation of the effectiveness of the program was carried out in accordance with Annex 8 of Resolution No. 374 of the Ministry of Defense, the problems related to human trafficking in Mongolia were discussed, and the current situation was shown with numerical data. Progress has been made in detecting and suppressing crimes related to the illegal circulation of narcotic drugs and psychoactive substances. The implementation of the program provided significant support to the activities of organizations with specific functions in this field. For example, by preparing a plan for the implementation of the program every year and setting goals to achieve it, the organizations carefully planned the related tasks and focused on execution.
