This study was designed to assess traffic volume and congestion conditions at major intersections in central Ulaanbaatar based on actual traffic measurements and observations. The objective was to generate evidence-based information to support the optimization and improvement of traffic signal operations, thereby contributing to more efficient traffic management and reduced congestion levels.

The objective of this study was to determine traffic volume, congestion conditions, and travel speeds at major intersections in central Ulaanbaatar through direct field measurements, and to provide a basis for optimizing traffic signal operations in accordance with actual roadway demand and traffic loads. To achieve this objective, the following specific goals were established:

  • Determine traffic volumes by vehicle type and travel direction at each surveyed intersection.
  • Measure the frequency and extent of traffic congestion, including queue lengths and delay conditions.
  • Assess the number of vehicles passing through intersections during the permitted green signal phase.
  • Determine average travel speeds along major traffic corridors in central Ulaanbaatar.
  • Evaluate the current effectiveness of traffic management and signal control operations.
  • The study covered 17 major intersections in central Ulaanbaatar City and consisted of the following components.
  • Traffic Conditions Survey: Conducted from 06:00 to 22:00, involving 16 hours of continuous traffic counting and observation.
  • Travel Speed Survey: Conducted during the morning, daytime, and evening peak-hour periods, with measurements taken across three survey rounds.

The Traffic Conditions Survey was conducted using the following methodology:

  • A combination of video recording and manual traffic counting was employed at each intersection to ensure the accuracy and reliability of the collected data.
  • Vehicles were classified into passenger vehicles and heavy vehicles for traffic volume analysis.
  • Traffic volumes and congestion conditions were measured at 15-minute intervals, enabling detailed analysis of traffic flow patterns throughout the day.
  • Queue lengths were measured from the stop line to the last vehicle in the queue, providing an objective assessment of congestion levels at each intersection.
  • Traffic signal timing and operational data were obtained from the Traffic Management Center and incorporated into the analysis to evaluate the effectiveness of existing signal control schemes.

The Travel Speed Survey was conducted using the following methodology:

  • Two representative routes passing through major intersections in central Ulaanbaatar were selected to assess travel speed and traffic performance under actual operating conditions.
  • Survey vehicles were equipped with GPS devices that recorded location and movement data at one-second intervals, enabling precise measurement of travel times, speeds, and delays.
  • A driver and a survey recorder traveled together, allowing real-time documentation of traffic conditions, incidents, signal delays, and other factors affecting vehicle movement.
  • Average travel speeds were calculated by road classification and time period, providing a detailed analysis of traffic performance during different levels of traffic demand and congestion.
This study is significant in that it provides a reliable data foundation to support evidence-based decision-making for urban traffic management. The findings offer practical recommendations and analytical justification for improving traffic signal operations and optimizing traffic flow based on actual roadway conditions. In addition, the study serves as an important source of baseline information for urban planning and transportation management initiatives aligned with policies aimed at reducing air pollution. By enhancing the efficiency of traffic movement and identifying areas for operational improvement, the research contributes to the development of more sustainable, effective, and environmentally responsible urban transport systems in Ulaanbaatar.
