IMPACT EVALUATION STUDY
The research team of SIC LLC, in collaboration with RowSquared S.L., has successfully completed data collection for an impact evaluation of the “Market and Pasture Management Development Project,” covering 1,600 households across six provinces where the project was implemented.
The “Market and Pasture Management Development Project” was jointly financed by the Ministry of Food, Agriculture and Light Industry and the International Fund for Agricultural Development (IFAD), and was implemented between 2018 and 2023 in six provinces of Mongolia. Its primary objective was to reduce poverty and improve the livelihoods of both nomadic herder households and settled households.

The main objective of this study is to determine the actual impact of the project and to evaluate changes in the agriculture and livestock sectors, pasture management, and the livelihoods of local households, based on both quantitative and qualitative evidence.
Within the scope of the study, a total of 1,600 households engaged in livestock and crop farming, as well as 230 pasture user groups from Arkhangai, Dornod, Dundgovi, Khentii, Sukhbaatar, and Uvurkhangai provinces were included. In accordance with IFAD standards, data collection was conducted entirely through face-to-face CAPI interviews. The study ensured equal representation of nomadic and settled households and included both project beneficiaries and non-beneficiary control groups, enabling a robust estimation of the project’s true impact.
Under the leadership of RowSquared S.L., SIC LLC carried out all stages of the research process, including adapting and translating the questionnaire to the Mongolian context, assembling the research team, conducting training, pilot testing, pre-surveys, field data collection, and data validation and cleaning. In addition, research planning, field logistics, data quality assurance, and reporting were organized in line with international methodologies, ensuring the accuracy and reliability of the findings.
