GOAL: The purpose of this research is to conduct the preliminary technical and economic study of the Comprehensive project which includes National Park aimed at increasing the availability of green spaces, Cultural and recreational center (cinemas, libraries, child development centers, etc.), and construction of roads to reduce the traffic congestion.

MAIN FINDINGS: The proposed cultural and recreational center should be differentiated from the other similar organizations. For example, by reflecting the development path of Ulaanbaatar city or showing the love of young people or the lifestyle of the people of Mongolia, being unique from others is important in many ways, such as concentrating investors' funds and creating an opportunity to recoup the investment by meeting the needs of consumers.
